All these people around Glenorchy that are 'terrified' of dogs need to understand that yelling and screaming when they come across a dog merely walking towards or past them, is NOT going to help the situation...! Simply say 'Hey wee dog, good boy / good girl' or politely ask the owner to put it on a lead. SIMPLE.
I have even had a lady pretending to befriend my little dog and when she got close enough she stooped down and grabbed hold of my little dog's colar and scruff (my dog was yelping, she was TERRIFIED) and her excuse was, she was 'saving her friend from being scared of my little dog'
Since then, my dog is very scared of people bending down to pat her. I now have to reward my dog each time after she does let someone pat her.
Not fair.
